Dywayne B. Hinds, Sr., Ed.D.

Area Superintendent, Area 3, EAS, and CTAE

Dr. Dywayne B. Hinds, Sr. is a veteran educational leader with more than 28 years of experience in Florida public education. He currently serves in an executive leadership role with Pinellas County Schools, providing strategic oversight and support for Career, Technical and Adult Education (CTAE) and Educational Alternative Services (EAS). In this capacity, he works to strengthen workforce development, expand access to high-quality career and technical education, advance adult and postsecondary learning opportunities, and ensure responsive educational pathways for students with diverse academic and personal needs. He also serves as a member of the CareerSource Tampa Bay Board of Directors, further supporting regional collaboration between education, workforce development, and industry. 

Dr. Hinds began his career in 1998 as a teacher of Students with Severe Emotional Disabilities (SED) in Hillsborough County Public Schools, where he also served as an ESE Department Head and Lead Teacher at Greco Middle School. He later held assistant principal positions at Davidsen Middle School and Ferrell Middle Magnet School before serving as principal of Horizon Middle School and, subsequently, Westside K-8 School in Osceola County. 

In July 2013, Dr. Hinds joined Pinellas County Schools as Executive Director of Middle School Education. Following years of successful district-level leadership, he was appointed Area 3 Superintendent in January 2021. In that role, he provided oversight and support to schools and school leaders, with a focus on instructional improvement, student achievement, operational effectiveness, school safety, leadership development, and equitable outcomes. 

Beyond his professional responsibilities, Dr. Hinds is deeply committed to mentoring and youth development. A member of Alpha Phi Alpha Fraternity, Inc. since 1995, he serves as Director of Educational Activities for the Gamma Zeta Lambda Chapter and provides leadership to the Men of Tomorrow (MOT) Program.  

Dr. Hinds earned a bachelor’s degree in Emotionally Handicapped Education from the University of South Florida in 1998, a master’s degree in Varying Exceptionalities from Nova Southeastern University in 2000, an Education Specialist degree in Educational Leadership from National Louis University in 2003, and a Doctor of Education in Educational Leadership from National Louis University in 2017. He also contributes to the preparation and development of future educators and leaders through his work in higher education. 

Born in Bartow, Florida, and raised in South Bay, he was a member of the inaugural graduating class of Alexander W. Dreyfoos School of the Arts, formerly the Palm Beach County School of the Arts. 

Dr. Hinds and his wife, Latanya, a fellow professional educator, are the proud parents of one son, Dywayne Jr.
