Finance

The Mission of the Division of Finance & Business Services is to provide competent leadership and senior expertise in administering and coordinating the business support functions in a manner that facilitates student achievement and the continual cultivation of a high-performing workforce within available resources. The division oversees the district’s core financial operations, including accounting, auditing, budgeting, payroll, and purchasing. 

Gary Jeppesen, MBA, Chief Financial Officer, earned his Bachelor of Science Degree in Business Administration and Economics from the University of Montana and a Master of Business Administration in Finance and Economics from the University of Nevada, Las Vegas. He is a member of both the Florida School Finance Officers' Association and the Government Finance Officers' Association.

Accounting

The accounting team manages financial records, internal controls, and payment processing to ensure accuracy and transparency.

Auditing and Property Records

The auditing function supports accountability by reviewing financial practices, compliance, property records, and internal controls. Budget Services develops and monitors the district’s annual budget, aligning resources with educational priorities and long-term planning.

Budget and Resource Allocation

The department leads and supports a variety of district-wide functions, including budget development and coordination, unit allocation to schools and departments, capital budgeting and monitoring, FTE state reporting, financial modeling and forecasting, and long-term strategic and operational planning

Payroll Operations

Payroll ensures that all employees are compensated accurately and on schedule, while maintaining clear policies and efficient systems.

Purchasing

The purchasing division secures goods and services that support instructional and operational needs, following ethical procurement standards and competitive bidding practices. Together, these finance functions provide the structure, oversight, and stewardship needed to manage public funds responsibly and support student achievement.
