Instructional Evaluation Model

Pinellas County Schools uses the Marzano Focused Teacher Evaluation Model (FTEM) to support high-quality teaching and student learning. This system evaluates educators in four domains: Standards-Based Planning, Standards-Based Instruction, Conditions for Learning, and Professional Responsibilities. Teachers are observed annually, with new teachers receiving two evaluations. Evaluations combine classroom performance, student data, and professional growth.
