Opportunities for Public to Speak – Regular Board Meetings

Public Comments on Agenda Items
At this time, a member of the public is allowed a total not to exceed three (3) minutes to speak to any and all "action items" on the agenda, except agenda items regarding employee discipline, student discipline, and items of a ministerial nature, such as approval of minutes or proclamations. He/she is allocated only one opportunity to speak during this time. Speakers can sign up at any time up until the Chairperson calls for speakers, or until the last speaker has concluded, whichever is later.
Public Hearings (usually second readings of policies)
At this time, a member of the public is allowed to speak for three (3) minutes to any and all of the public hearings – to each of them individually. Example – if there are two policy second readings, the same person can sign up to speak twice – three minutes to each of the two second readings and will speak at the time the item is presented. Most public hearings at Board Meetings are second readings of policy, but we also have public hearings on the budget or as required by law or policy (e.g., Policy 1060 regarding selection of a Superintendent). Speakers can sign up at any time up until the Chairperson calls for speakers, or until the last speaker has concluded, whichever is later.
General Business
At this time, a member of the public is allowed a total not exceed three (3) minutes to speak to non-agenda item issues that "pertain to the general business or operations of the Board or District." He/she is allocated only one opportunity to speak during this time, which occurs after the adjournment of the regular meeting. Speakers can sign up at any time up until the Chairperson calls for speakers, or until the last speaker has concluded, whichever is later.
