Pinellas County Schools developed the PCS Leadership Pipeline Framework (PDF).
This framework clearly articulates what principals should know and be able to do. Further, this framework is the foundation from which all the leadership learning programs, experiences, and assessments were built.

Become a Principal: The Pinellas Leadership Academy
Thank you for expressing your interest in Pinellas County Schools. Below are the instructions for our administrative pool pre-approval process. You can be considered for any open principal or assistant principal positions once the process is complete. Some of our other administrative positions do not require pool approval but this is the best first step. All job postings will state whether they require pool approval or not.
Please upload the following documents to the attachments section of your online application if you have not already done so:
- Resume
- Personal statement or cover letter
- Florida Certificate (Statement of Eligibility) with Ed. Leadership (in the attachments section)
- and School Principal, if applying for the Principal Pool
- At least two of your most recent evaluations including school year and school district
- At least two electronic references (these are submitted via email through the References section of your application); at least one must be from your current immediate supervisor
- Any documents supporting your administrative pool status and/or targeted selection and/or Principal Level II qualification for your current school district if applicable
Please ensure you have uploaded all the required documents listed above. Once you have these uploaded, please contact downingc@pcsb.org to confirm your uploads and application are complete. The documents will then be reviewed by the Director of Professional Development. After the review, you will receive an email to:
- request additional documentation, if needed
- send you the official congratulatory letter via email or more information if you don’t qualify
Once the application is approved, your name will be added to the pool and you will be an eligible candidate.

Become an Assistant Principal: Targeted Selection
- After becoming a teacher leader and attaining certification in educational leadership, the first step to becoming an assistant principal with Pinellas County Schools is to do PCS Targeted Selection which includes a written and oral assessment based on the Florida Principal Leadership Standards. - PCS Targeted Selection occurs twice a year: in the fall and in the spring. The requirements are (see flyer in Chalk Talk for application/forms):

- Florida Teaching Certificate with Educational Leadership (Completion of Educational Leadership program and passed the FELE exam).
- Targeted Selection Assessment Application that documents a minimum of five years teaching or related professional experience.
- Targeted Selection Candidate Endorsement Form completed by your principal.
- Effective or highly effective evaluations for the past three years.
- Pinellas County Schools supports teacher leaders through the targeted selection process by offering a course called Targeted Selection Overview. This course has two sessions that cover self-assessment, STAR process, mock interviews, and the Florida Educational Leadership Standards.
- Once a candidate has successfully passed both the written and oral targeted selection interviews, he/she is placed in the assistant principal pool. He/she is then eligible to apply for administrative positions.
