Reading Endorsement

Who is required to be Reading Endorsed?
- Any K-12 teacher, including ESE and ESOL, who:
- Provides intensive reading intervention (i.e., MTSS Tier 3)
- Teach 6-12 grade Reading classes.
- Teaches reading to retained 3rd graders, including summer camp students.
- K-6 classroom teachers
- Title 1 hourly teachers
- Literacy Coaches
- District personnel who supervise or direct teacher preparation students during internships will be required to have a certificate or endorsement in reading if:
- Internship takes place in a kindergarten through grade 3 setting.
- Teacher preparation candidate is enrolled in any of the following programs:
- Elementary Education (grades K-6)
- Prekindergarten-Primary Education (Age 3 through grade 3)
- Middle Grades English (grades 5-9)
- English (grades 6-12)
- Reading (grades K-12)
- Reading (endorsement)
- English to Speakers of Other Languages (grades K-12)
What are the options for earning the Reading Endorsement?
There are five courses required for the Reading Endorsement.
Each course is grounded in research that addresses the six components of reading as a process:
- Phonological Awareness
- Phonics
- Fluency
- Oral Language
- Vocabulary
- Comprehension
The courses also include the application of research-based reading assessment, reading instruction, and the application and foundations of differentiation.
Option 1 can be completed through:
- The Schultz Center (register through PLN)
- UF Flamingo Elementary/Secondary Literacy Micro-Credential (Complete the Program Interest Form HERE)

- The micro-credential counts as Competency 1 and allows you to work with Tier 3 students.

- UF Flamingo Literacy Matrix (Register HERE)

- After completing the Literacy Matrix, please request that UF add the statement "Congratulations on your successful completion of the UF Flamingo Literacy Matrix Competencies 2-5 for the Reading Endorsement" to the transcript once all competencies have been completed prior to applying for the endorsement.

Option 2: Complete any state approved university Reading Endorsement Program
After completing the requirements to earn a reading endorsement, log into your FLDOE account and complete the District Add Endorsement Application.

I graduated with a teaching degree. Do my college credits count?
If you attended a FLORIDA college 2006 or later for Elementary, ESE, or Early Childhood, send a copy of your transcript to the following staff developer based on the grade level you teach: ·
- K-5, Angela Martinov (martinova@pcsb.org)
- 6-8, Carrie Greetham (greethanc@pcsb.org)
- 9-12, Britt Moseley (moseleyb@pcsb.org)
Once they have evaluated your transcript, you will be informed if any credits apply to the required competencies.

I graduated prior to 2006, does my college course work count?
If you attended an out-of-state program or graduated prior to 2006, FLDOE will evaluate your college transcripts and determine eligibility for the reading endorsement.
To see if your college credits qualify, log into FLDOE and choose “Addition of Subject to Educator Professional Certificate.” Follow the prompts to select “Endorsement,” and then “Reading Endorsement.”
You will be prompted to pay $75 to add the reading endorsement and the FLDOE will evaluate your college transcripts.
If you are eligible for the Reading Endorsement, you will receive a statement of eligibility. Send a copy of the SOE to the following Staff Developer:
- K-5, Angela Martinov (martinova@pcsb.org)
- 6-8, Carrie Greetham (greethanc@pcsb.org)
- 9-12, Britt Moseley (moseleyb@pcsb.org)
The staff developer will review the SOE and will communicate which competencies still need to be fulfilled within the three-year validity of the SOE. Any course exempted by FLDOE will be credited to your PCS in-service record.

I received a Statement of Eligibility from FLDOE, how long is it valid?
Any SOE provided by the state is valid for three years.

I have my master’s degree in Reading, do I need the reading endorsement?
No. A master’s degree meets all the state requirements to teach reading and obtain Reading K-12 Certification. A teacher doesn’t need both.
